If some location are not coming in Dedicated server product follow the below easy step and you can add your self.
Step 1). Lohin in your WHMCS Admin.
Step 2). After login go to Setup >> Products / Services >> Configuration Option
Step 3). Edit the configuration name it should be same your product name like you created the product "Dedibox 1" and you should find "Dedibox 1" name in product configuration click on the inside edit button it should be redirect you on another page where you can find the Server location click on the inside edit button and new pop window should be opend and here you can add the config value like germany Datacenter :
